Only super admin can access this setting and only they can assign roles to members. For assigning roles the user needs to be a part of the group. Super admin can make the user an admin or manager of the group. Also, at the time of assigning roles super admin can choose which roles they want to assign namely, add, update or delete or all or any one or two.
